Clarion’s multi-million pound regeneration of Barne Barton estate gets underway

Award-winning Barne Barton regeneration project has begun in St Budeaux, Plymouth.

Demolition has begun on the Barne Barton estate in St Budeaux, Plymouth, marking the start of Clarion Housing Group’s regeneration of the area after many years of planning.

Phase one of the site, comprising 25 blocks, will be demolished over the next four months, with the first new homes due to be completed in early 2022.

Clarion has been working with residents and local councillors over the last four years to develop plans for its multi-million-pound regeneration of the estate, which was once the largest naval settlement in the country.

100% affordable development

The regeneration will transform Barne Barton from a 1960s housing estate to a modern mixed tenure community with 204 high-quality new homes, as well as play spaces and a community facility.

The new development will be 100% affordable, with a mix of homes for social rent, affordable rent and shared ownership. There will be 102 houses and 102 apartments, and residents who wish to remain on the estate will be rehoused in the new scheme.

The masterplan, created by Clifton Emery Design, proposes a complete change to the layout of the estate, improving views and making the streets more people-friendly by creating a pedestrianised ‘green route’ through the development.

“This milestone is the result of years of work with local residents, members of the community and Plymouth City Council in an effort to truly transform Barne Barton.”

Paul Quinn, director of regeneration at Clarion Housing Group

Paul Quinn, director of regeneration at Clarion Housing Group, said:

“Our aim is to create a sustainable and vibrant place for our residents to live, bringing long-term social, economic and environmental benefits to Plymouth."

“This milestone is the result of years of work with local residents, members of the community and Plymouth City Council in an effort to truly transform Barne Barton."

“Once demolition is complete, we look forward to starting work on site to build much-needed new homes, helping local people take their first step on the property ladder or find a place to call home at an affordable rent.”

Johnny Mercer, MP for Plymouth Moor View, said:

“I'm delighted that work will still be progressed by Clarion on Barne Barton and I look forward to seeing the positive impact this will have on what is already a close knit community.”

Transforming the area

Councillor Chris Penberthy, cabinet member for Housing and Cooperative Development, said:

"It's always exciting to see large plant machinery begin on any site and it's particularly exciting here as it marks the first steps in a very important regeneration project."

"This exciting scheme will see new high-quality homes built in Barne Barton, that will help to transform the area, and fulfils a key part of our Plan for Homes by providing a wide range of truly affordable housing that the people in Plymouth need."

"Furthermore, this project is yet another great example of what can be achieved through partnership working. I would like to thank Clarion Housing for their substantial commitment to this regeneration and all of the residents who have worked with them on getting the redevelopment to this exciting stage.”

Award-winning approach

The scheme was boosted by a £450,000 grant from the Government’s estates regeneration fund and has scooped two national awards for its approach to planning and design.

Nationally Clarion is investing £2.6bn in regenerating its existing communities, including Barne Barton.

Time lapse footage of the demolition work, once available, will be uploaded to Clarion’s Barne Barton regeneration hub.
