Clarion and RSA report explores the changing world of work and the impact on social housing residents

- Government urged to ensure 30% of all new homes are for social rent and provide extra support for social housing residents.
Our new report finds that more than 60% of social housing residents are in jobs at high risk from automation and that 74% of social renters did not work from home, even at the height of the pandemic.
‘Social Security: Automation and economic security among England's social renters’ is authored by the Royal Society for Arts, Manufactures and Commerce (RSA) and has been developed in partnership with Clarion Housing Group, the largest social landlord in England.
Clarion runs a national employment programme open to people living in its homes and communities, supporting thousands of people into employment and training every year through its charitable foundation, Clarion Futures.

The report, which is the first study to explore the relationship between housing tenure and automation, found:
- 1,157,000 social housing residents’ jobs are at high risk from automation: some of the most at-risk roles include retail (which employs 216,000 social renters), cleaning (177,000), elementary service roles (176,000), road transport (151,000) and storage (84,000).
- Overall, 61% of social residents in work are in jobs at high risk from automation, compared to 43% of private renters and 35% of owner occupiers.
- Social housing residents are much less likely to have jobs that allow them to work from home: 74% of social housing residents did not work from home, even at the height of the pandemic, compared to 46% of owner occupiers and 56% of private renters, indicating increased risk from the changing world of work, as working from home becomes part of many roles.
- People living in social housing face a tougher cost of living crisis: wages for social housing residents are set to fall in real terms, the RSA’s research finds, as fewer than four in ten (38%) of social renters receive an annual incremental pay increase, six percentage points fewer than both owner occupiers and private renters. Meanwhile 41% are ‘just about managing’ financially, compared to 33% in the private rented sector, and 13% of owner occupiers.
- Social housing itself is an important lever against economic insecurity: qualitative interviews with seven social housing residents carried out as part of the research showed that many especially valued their social rented home during periods of personal crisis, including the Covid-19 crisis.
Next steps
Together with the RSA, Clarion is committed to leading a public debate on what more can be done to help people in social housing to overcome these challenges, working with partners and government to drive real change.
The report features a series of recommendations to help shape the policy agenda and these, alongside the insights from this important piece of research, will enable Clarion to review and future-proof the services and support provided through Clarion Futures.
Based on research findings, the report calls on the UK government to:
- Provide a more comprehensive offer of maintenance grants and bursaries for adult learners in the social housing sector, as part of the Lifetime Skills Guarantee.
- Grow the UK social housing stock, ensuring 30% of all new homes are for social rent.
- Agree a ‘Social Housing Plus’ model of extra support for England’s 10.5 million social housing residents. Led by local authorities and supported by housing associations where possible, the ‘Social Housing Plus’ model would work to ensure all social renters are able to access the local services they need to improve their economic security.
- Pilot ‘guaranteed income’ welfare schemes to explore whether ending benefits sanctions increases employment.
